PUBLIC ACCESS DEFIBRILLATION (PAD)

In 1998, Governor Pataki signed legislation authorized Public Access Defibrillation in New York State.  Public Access Defibrillation, or PAD for short, is designed to allow the acquisition, deployment and use of automatic external defibrillators (AED) throughout the State by members of the lay public.  The intent of this legislation, and of PAD programs, is to reduce the number of deaths associated with sudden cardiac arrest.  Early defibrillation, along with early access to the 911 system and early CPR, are key elements in resuscitation of cardiac arrest victims prior to the arrival of dedicated EMS units.

PAD in the Schools
 
In May 2002, legislation was approved to require all public school districts, BOCES, county vocational education and extension boards, and charter schools, to provide and maintain on-site, in each instructional school facility, at least one functional automated external defibrillator (AED).  The legislation also requires public school officials and administrators responsible for such school facilities to ensure the presence of at least one staff person who is trained in the operation and use of an AED.  These programs were to be implemented by December 1, 2002.
